As the Royal Canadian Air Forces’ prime service provider at 5 Wing Goose Bay, Labrador, our team delivers comprehensive air operations, emergency services, logistics and engineering expertise to the Department of National Defence. We work on behalf of DND’s “no fail” mission at Goose Bay: supporting NORAD operations for the projection of air power on the north and northeast coasts of Canada, while supporting military training for the Canadian Armed Forces, Allies and NORAD. 5 Wing Goose Bay provides effective training facilities, adaptable infrastructures, and a unique, austere, and challenging training location. Currently, Serco Canada has over 1,200 employees across four provinces, including a strong and growing Indigenous workforce.

You will be part of a team that works closely with the military customer and other Serco teams to deliver quality and efficient services to DND. KEY RESPONSIBILITIES: 

  • References:    
    • a. B-GA-164-000/AA-001 CF ATC Management Orders  
    • B. Manual of Air Traffic Services (MATS)   
    • c. DND/PWGSC/SFMI Scope of Work for 5 Wing  
    • d. 5 Wing/Serco ATC Section Orders  
    • e. 5 Wing Flying Orders   
  • Maintaining ratings as competent to perform the duties of Aerodrome/Ground Controller.  
  • Managing personnel and resources in a financially responsible and effective manner. 
  • Providing the supervision necessary to ensure a satisfactory standard of operating efficiency.  
  • Declaring whether the unit is capable of meeting operational requirements. 
  • Conducting unit training of personnel assigned to perform the duties of Aerodrome and/or Ground Controller and/or Data Assistant.  
  • Conducting controller training and evaluations.  
  • Notifying the ATC Manager of all breaches of Flying Orders and Air Traffic Regulations.  
  • Carrying out other ATC related duties which may be assigned by the ATC Manager.  
  • Responsible for the reporting of flight safety accidents and incidents.   
  • Responsible to the ATC Manager for the supervision necessary to ensure a satisfactory standard of operating efficiency in the Tower Unit / MACU.   
  • Maintaining currency in all Aerodrome positions.  
  • Direct subordinate employees in performance of section tasks and responsibilities.  
  • Perform hands on work in support of section service delivery objectives.  
  • Responsible for performance management of subordinate employees, including authority to initiate corrective action in line with HR approval model.   
  • Ensure all assigned deliverables and other reports are completed accurately and on time.  
  • Ensure that standards for the accomplishment of short-term priorities are clearly articulated to staff and that resources are made available to achieve the standard.  
  • Communicate key business objectives to front-line staff.  
  • Visibly demonstrate Serco Values and work practices and ensure that all staff across the organization are practicing these Values daily. 
  • When required, perform the duties of TA Project Manager. Duties include but not limited to: 
  • Responsible for the entire project, ensure project stays on track meeting budget, timelines, labor, and materials projections 
  • Act as main point of contact for all customer and Serco inquiries  
  • Responsible to work with other Serco staff/management/PCC to coordinate the work between departments to complete project’s overall goal, includes the scheduling of staff and equipment  
  • Proactively and frequently communicate with customer and applicable Serco departments re project status/any variation in originally projected scope/timeline/budget as well as how customer mandated changes impact original deliverable  
  • Ensure all work orders associated with project are accurate and closed in a timely manner to allow for efficient billing and payment.  
  • Other related duties relevant to this position as may be required. 
  • Comply with all regulations, policies and procedures pertaining to the operations including occupational health and safety, environmental, drug and alcohol, and quality.  

Qualifications

  • Must possess a valid Canadian Forces, or Transport Canada/Nav Canada, or ICAO equivalent Air Traffic Control License. 
  • Must have had a previous Tower/Aerodrome Controller endorsement. 
  • Must be able to pass and maintain Class II aviation medical. 
  • Ability to obtain and maintain Secret Level II security clearance is required. 
  • Possession of a valid Class 5 NL Driver’s license.  
  • Ability to obtain driver’s abstract. 
  • Ability to successfully complete pre-employment drug and alcohol testing. 

 

Hourly Rate: $72.90      Hours per week:  40 hrs.
