Position Description

As the Royal Canadian Air Forces’ prime service provider at 5 Wing Goose Bay, Labrador, our team delivers comprehensive air operations, emergency services, logistics and engineering expertise to the Department of National Defence. We work on behalf of DND’s “no fail” mission at Goose Bay: supporting NORAD operations for the projection of air power on the north and northeast coasts of Canada, while supporting military training for the Canadian Armed Forces, Allies and NORAD. 5 Wing Goose Bay provides effective training facilities, adaptable infrastructures, and a unique, austere, and challenging training location.   Currently, Serco Canada has over 1,200 employees across four provinces, including a strong and growing Indigenous workforce. You will be part of a team that works closely with the military customer and other Serco teams to deliver quality and efficient services to DND. SUMMARY/PURPOSE:

  • Ensure compliance with all Serco Canada Inc. policies and procedures, including but not limited to Code of Conduct and Ethics, Serco Management System, PDR’s, etc. 
  • Participate in supporting air traffic operations by processing and coordinating ATC data in accordance with established military and civil aviation standards.
  • Responsible for compiling, verifying, and distributing operational data such as flight movements, weather updates, runway conditions, and emergency notifications, which are essential for informed decision-making by air traffic controllers and pilots.
  • Ensure compliance with all Serco Canada Inc. policies, including the Code of Conduct and Ethics, the Serco Management System, and performance development requirements.

 

KEY RESPONSIBILITIES:

  • Other related duties relevant to this position as may be required. 
  • Comply with all regulations, policies and procedures pertaining to the operations including occupational health and safety, environmental, drug and alcohol, and quality.
  • Data Coordination & Compliance
    • Process ATC data in alignment with:
      • CF ATC Management Orders (B-GA-164-000/AA-001)
      • Manual of Air Traffic Services (MATS)
      • DND/PWGSC/SFMI Scope of Work for 5 Wing
      • 5 Wing/Serco ATC Section Orders
      • 5 Wing Flying Orders
    • Maintain strict adherence to all regulatory and operational procedures.
  • Operational Support
    • Coordinate with the London Flight Information Centre (FIC) for VFR arrivals/departures, NOTAMs, and Runway Surface Condition Reports.
    • Provide updates including ATIS, emergencies, runway status, and PIREPs.
    • Log critical operational data such as runway activity, emergencies, equipment status, and bird activity.
  • Emergency & Communication Management
    • Liaise with relevant agencies during emergencies and diversions.
    • Ensure timely and accurate communication of operational changes and incidents.
  • Data Entry & Reporting
    • Utilize the Air Stats Program to enter and manage IFR/VFR traffic data.
    • Compile and distribute weekly and monthly statistical reports.
    • Ensure all deliverables and reports are completed accurately and on schedule.
  • Team Contribution
    • Demonstrate Serco values in daily operations.
    • Perform additional duties as assigned by the Lead Tower Controller.

Qualifications

JOB REQUIREMENTS:

EDUCATION /CERTIFICATIONS:

  • Valid Class 5 NL Driver’s License is required. 
  • Ability to obtain and maintain Secret Level II security clearance is required. 
  • Must possess or be eligible to obtain a Transport Canada Radio Operator Certificate (ROC-A).
  • Ability to obtain and maintain Secret Level II security clearance.
  • Must pass and maintain a Class II Aviation Medical.
  • Solid understanding of aviation regulations and local procedures.
  • Familiarity with civil and military flight operations in Goose Bay is an asset.
  • Valid Class 5 NL Driver’s License and ability to provide a driver’s abstract.
  • Must pass a pre-employment drug and alcohol screening.
